Virginia Hart is the Founder and Executive Chair of ART Risk Financial and Insurance Solutions, Inc., where she continues to shape the future of the Assisted Reproductive Technology (ART) insurance industry through product development, strategic planning, and thought leadership.
Virginia’s journey into ART insurance began more than two decades ago when a client asked if she could help find coverage for Surrogates. What started as a single question became her life’s work, leading to the founding of ART Risk Solutions in 2010. From its beginnings as a one-woman operation, she has built the company into a respected industry leader known for its knowledge, innovation, and unwavering commitment to helping families have secure policies in place for the duration their journeys.
A licensed insurance agent for over 25 years, Virginia is widely recognized for her expertise in ART insurance solutions and her pioneering role in developing products that safeguard families, agencies, and professionals during the most vulnerable moments of the family-building journey. She is a sought-after speaker and lecturer for organizations such as the Academy of Adoption and Assisted Reproduction Attorneys (AAAA), the American Bar Association Section of Family Law, SEEDS Brown Bag Series, the Fertility Café podcast, and many others.
For Virginia, the greatest joy of her career has been helping others fulfill their dream of building a family. Her dedication, compassion, and innovation have left a lasting mark on the ART community, and she continues to inspire those who follow in her footsteps.

Sarah Paige has dedicated her career to making family-building journeys safer, more transparent, and more accessible for everyone. Since entering the Assisted Reproductive Technology (ART) insurance field in 2010, she has become a leading voice in advancing equity, transparency, and protection for Intended Parents, Surrogates, and industry professionals.
As Chief Executive Officer of ART Risk Financial and Insurance Solutions, Inc., Sarah pairs deep industry knowledge with a commitment to advocacy, shaping insurance solutions that address the complex needs of the ART community. National organizations, including the American Bar Association Section of Family Law, the Society for Ethics in Egg Donation and Surrogacy, and leading surrogacy podcasts, have sought her expertise.
In 2019, Sarah served as an expert witness for Nevada Assembly Bill AB472 alongside bill author Kimberly Surratt, helping secure inclusive insurance language for surrogacy coverage. She is a founder and sitting Board President of the Insurance Access and Equity Alliance (IAEA), an Officer for SEEDS (Society for Ethics in Egg Donation and Surrogacy), an insurance liaison for the Above the Law blog, and a contributing author for various newsletters and blogs.
Through her work, Sarah collaborates with legislators, attorneys, ART professionals, and advocacy groups to remove barriers, eliminate discriminatory practices, and ensure that every family-building journey is supported with clarity, compassion, and the highest standard of care.

Tom Davis

Tom Davis is a seasoned insurance and operations executive with over two decades of leadership experience across the Property & Casualty insurance and mortgage industries. With comprehensive expertise in the insurance field, regulatory compliance, and operational transformation, Tom has built a reputation for driving scalable growth, operational excellence, and cross-functional team performance across national organizations.
Tom has a proven track record of managing complex, multi-state operations, optimizing resource deployment, and serving as a subject matter expert to executive leadership and clients.
Tom also brings entrepreneurial experience as the owner of an independent Insurance Agency, and financial leadership as a Mortgage Loan Originator and CFO at Pine Creek Financial Group. His early career included progressive leadership roles at Nationwide and Progressive Insurance.
A data-driven strategist with a collaborative leadership style, Tom excels in aligning people, processes, and technology to achieve organizational goals. He holds a Master of Science in Accountancy from Keller Graduate School of Management and dual Bachelor of Science degrees in Business Administration and Accounting from North Carolina Wesleyan College, both earned with highest honors.
Tom is a father of three and grandfather of four. While new to the Assisted Reproductive community, Tom and his family have extensive personal experience with NICU babies, and family members struggles to achieve pregnancy. Outside of ART Risk, Tom loves to spend time with his children and grandchildren, fishing, riding motorcycles, lifelong learning and eating/pursuing amazing food.

Candace Greer

Director of Agent Operations
Candace Greer began her career at ART Risk in 2014 and has been a licensed agent since 2016. As Director of Agent Operations, she oversees all ART Risk licensed agents as well as the Policy Validations department. Her clients (and team members) often describe her as tremendously dedicated because she continually delivers timely communication and excellent service to her agencies and Intended Parents while providing accurate information to her clients about the necessary policies needed for each unique journey. Candace attends yearly conferences and monthly webinars (including SEEDS, ABA, and ASRM) to advance her knowledge about the ART industry and learn new information about the insurance options for her clients. Because of her experience, extensive knowledge, and immeasurable commitment and drive, Candace is highly regarded by the agencies and Intended Parents that she assists.

Candace loves camping with her family and traveling anywhere while making new memories. She is Mom to both a grown son and daughter; and she enjoys watching them in their respective activities and spending time together as a family.

Jesse Montano

In 2007, Jesse Montano began his career specializing in insurance for the ART community and began working at ART Risk in 2011. Bilingual in Spanish and English, Jesse has served in many roles on the ART Risk team because of his passion for his work, and recently transitioned to Director of Client Operations. With his contagious energy and commitment to serve our ART Risk clients with the utmost care, while providing knowledge, and striving to continually improve our services, Jesse seeks to build relationships with clients through his genuine nature and enthusiasm for his work in the ART community.
“It gives me great joy to assist Intended Parents to fulfill their dreams of creating a family. I personally have my own dream of creating a family through surrogacy or adoption, so I can really empathize with each individual journey and the overall process. I have gotten to know many industry professionals on a personal level and can honestly say, they are my friends. I care greatly for the work we are ALL doing collectively, to help people see their dreams of building families come truie.”
Jesse is the middle child of 5 and was raised by a single Mom, who he says instilled manners, faith, and most importantly, a strong work ethic. He is big on family co-existing with one another and creating meaningful memories. Jesse loves traveling (including to all the ART industry conferences throughout the US) and is a true warrior, as he is very open about his cancer journey, and thankfully, is currently in remission.

Denise Steele

When Denise learned she could not have her own biological children, she began a blog titled, “Hope4Fertility.com”. With this blog, she became connected to many ART industry professionals because of her passion for helping others also find a way to create their own families. Denise then began her career in the ART community in 2014. With her enthusiasm to build deep-seated relationships amongst other ART professionals, and her profound desire to see as many people as possible find their way to parenthood, Denise joined the ART Risk team as the new Director of Business Development in 2023.
Ms. Steele states, “No matter how our children come to us, they are ours to love, adore, teach, and protect. When they come via donor and surrogacy journeys, our family support is just that much greater.”
Having been an Intended Parent herself, Denise loves the opportunity to be a small part of helping others build their families through her work at ART Risk. Ms. Steele has immense respect for the Donors and Surrogates who make incredible commitments and sacrifices to help others become parents. As a proud mom to her 3 boys who were born within 12 months; her oldest adopted and her identical twin boys came via the single egg that was retrieved from an egg donor, Denise’s personal and experience brings a unique perspective to her position at ART Risk.
